Committee to consider street work priority - Roswell Daily Record

City councilors will have more than 100 projects totaling almost $2 million across the city’s five wards to choose from in prioritizing residential streets for microsurfacing in the coming year.

The city council Infrastructure Committee will be the first to tackle that task when it meets at 4 p.m. Monday in the large conference room of City Hall, 425 N. Richardson Ave.

In May, the full council approved a resolution requiring the city manager or his designee to submit a priority list for street repair at least twice a year and designate capital funds for the project.

The city’s fiscal year 2022 preliminary budget increases the roads fund by $4 million, including $500,000 earmarked for residential streets. The preliminary list submitted by City Engineer Louis Najar offers a list of streets in each ward and recommends spending $100,000 in each ward.

Around 20 streets are listed from each ward, with totals for each ward ranging from $297,000 in Ward 4 to $472,000 in Ward 5. Individually, the projects range in cost from $2,427 for Yale Place, a cul-de-sac off Sunset Avenue in Ward 4, to $80,270 for Atkinson Avenue from Brasher Road to Poe Street in Ward 5. A complete list can be seen in the committee’s agenda packet on the city website.

The committee will also consider its recommendations for directing city staff or an outside contractor to create a water security report to analyze the city’s water rights and obligations as well as potential threats to its water system. The committee discussed that item in April as a non-action item.

Items also on the agenda for a vote include:

• A request from Roswell Independent School District for the city to construct a waterline to serve Mountain View Middle School. The district would reimburse the city for the cost.

• A resolution accepting $750,000 from the Water Trust Board to fund replacement of water lines in the Edgewood area. A portion of that — $300,000 — would be a loan with a 0.25% interest rate for 20 years. The remaining $450,000 would be from a grant.

• A resolution to accept $199,050 from New Mexico Department of Transportation for pavement rehabilitation on East College Boulevard from Main Street to Atkinson Avenue. The total cost of the project is estimated at $398,100. The city has budgeted for its share of the project in fiscal year 2022.

• Awarding the $1.3 million project to reconstruct Atkinson from Second Street to Cherry Street to J&H Services, Albuquerque. NMDOT will reimburse $1 million for the project.

• A resolution supporting an application with NMDOT for $236,000 to rehabilitate a portion of the Spring River Trail.

The committee will also review the Roswell Air Center parking lot site plan. The city received a $2 million Military Airport Grant in September 2019 to develop and construct revenue-generating vehicle parking at the air center. No action will be taken on the plan.
