Longmont City Council members gave final approval Tuesday night to an ordinance that will generally ban recreational vehicles, camper coaches, camper trailers and mobile homes from parking on city streets.
The ordinance, which takes effect Jan. 1, unless the Council revisits and amends it before then, will eliminate a provision in Longmont’s current city code that now allows RVs, campers and other so-called “sleeper vehicles” to be parked on streets, as long as those vehicles are moved at least 600 feet every 48 hours.
The measure will prohibit parking such vehicles on city streets, in alleys, in parking lots near trailheads and inside city parks, and on other public rights of way.
After debating the issue during previous meetings, Council members voted 6-1 to approve the measure, with Councilwoman Polly Christensen dissenting.
Christensen argued that as written, the ordinance is “confusing” and fails to solely emphasize dealing with the problem of people living in or sleeping in such vehicles when they’re parked on streets or other public property.
“Unless we make this law clear, I can’t vote for it,” Christensen said. She said Council needs to “focus on the problem, instead of affecting every RV owner in town.”
Earlier, during public comments about the proposed ordinance, one man who called in said the ordinance “goes too far” because it appears it would prohibit him from parking his own motor home in front of his Longmont home, even temporarily.
“We don’t sleep in our vehicle except when we’re traveling,” that caller said.
Another caller asked whether she could park her RV in front of a laundromat, or in front of a church while she’s attending a service there, without getting into trouble.
Council members, however, indicated that the ordinance wouldn’t target people who don’t live out of, sleep in or park their RVs for extended periods of time. It would allow people to get sleeper-vehicle permits — city permits that allow short-term street-parking stays of up to seven days.
Another exception from the ban would be for sleeper vehicles in the process of actively being loaded or unloaded while parked on streets.
Another pubic hearing caller, Stan Tolle, renewed accusations that the Council was violating Colorado open meetings law by considering, taking public testimony, and voting on something virtually, rather than allowing people to gather in person to testify about their opposition to such a measure.
Tolle, who lives in a vehicle and has called Council before to object to the proposed measure, said the ordinance also violates the constitutional rights of people “who have no other shelter options.”
He said, “There have to be other options” for people forced to live in their RVs or campers or mobile homes “to have safe places to park.”
