Peru adopts new rating system for street repairs - LaSalle News Tribune

Do you think your city street needs repairs? Peru still will field your calls, but there’s a new way of prioritizing which roads get repaired first.

Monday, the Peru City Council learned about PASER (Pavement Surface Evaluation and Rating), a rating system devised by the University of Wisconsin-Madison that prioritizes streets on a numeric scale.

City engineer Eric Carls said asphalt streets are rated on a 10-point scale and brick streets on a four-point scale, with scores of 1 assigned to those streets in most urgent need of repair.

Peru has 75 miles of road – 70 asphalt, 4 concrete, 1 brick – and the average score was 6.

“In total, we’re looking at 24 of the 75 miles in Peru that are concerning to us,” he said, “and 32 percent of the roads in Peru are in less-than-fair condition.”

Want to know how your street rates? Maps and tables will be made available on the city’s website by the end of the month. (Among the lowest-rated roads is 11th Street from Walnut to Pulaski streets.)

The upshot is PASER will lead to better, more efficient bidding.

“Everybody wants their road replaced,” observed alderman Mike Radtke, “but I’m glad there’s an order and a plan.”

Buyer for former CVS property

Separately, the city found a buyer for the old CVS property – once targeted for the “shared policing” project – and the buyer plans to develop a car wash and perhaps a fast-food restaurant by the end of 2020.

Radtke said the sale price covered what the city paid to acquire the property and to raze the structures, making the city “whole.” He also pointed out the purchase and razing cleared the way for commercial interest that otherwise would not have materialized.

“That property was going nowhere until the city took some action,” he said, “and it cost the city nothing in the long run.”

Also, the city has a plan to keep the waste water treatment plant running in the event the Illinois River floods again.

The council passed two votes to seek bids for a natural gas generator to supply power in a flood event and to launch the effort to defray the cost. The $750,000 project would be subject to 75% reimbursement from the state, putting the city on the hook for less than $180,000 of the project cost.

Finally, the city awarded its “Peru Good Neighbor” to retired real estate appraiser to Doug Biederstedt. Besides working 52 years in Peru, Biederstedt served on numerous city boards.
