Crapo aide heads to K Street - Politico

With David Beavers and Daniel Lippman

FIRST IN PI — CRAPO AIDE HEADS TO K STREET: Scott Riplinger is leaving the Hill to join CGCN Group as a partner. He was previously a legislative director to Sen. Mike Crapo (R-Idaho) and before that worked for former Sen. Dean Heller (R-Nev.). He expects to register as a lobbyist. His hire comes as K Street starts to prepare for the possibility that Crapo, who’s currently the Senate Banking Committee’s chairman, will become chairman of the Senate Finance Committee next year if Republicans hold the chamber. Forbes Tate Partners recently brought on Barrett Thornhill, another former Crapo aide.

— CGCN also recently hired Alex Renjel, who’s already registered as a lobbyist for one of the firm’s clients, Medline Industries. He’ll be a vice president. He previously worked for Transurban.

PRIME POLICY VETERANS START THEIR OWN FIRM: Three former Prime Policy Group lobbyists and a former top lobbyist for the National Restaurant Association have started a new lobbying and public affairs firm, Bridgeway Advocacy. Former Rep. John Tanner (D-Tenn.), who spent nearly a decade at Prime Policy after leaving Congress in 2011, and two other Prime Policy veterans, Charles Merin and Lisa Cotter Colangelo, launched the new firm last week with Cicely Simpson, a former executive vice president of public affairs for the National Restaurant Association.

— Bridgeway will lobby for domestic companies as well as foreign governments, Merin said in an interview. The new firm has already signed three lobbying clients: Ukraine’s Babyn Yar Holocaust Memorial Center; the city of Memphis, Tenn.; and Commisimpex, an infrastructure firm trying to recover what it describes as unpaid debts for work it did in the Republic of Congo. “Our efforts will be geared toward making U.S. policymakers aware of this debt and ensuring that the [Republic of Congo] government is encouraged to respect the rule of law and come to the table to resolve this debt as soon as possible,” Colangelo said in a statement to PI.

Good afternoon, and welcome to PI. I’ve heard from many readers curious about how this newsletter would take on an egomaniac billionaire, but unfortunately I’m unable to provide a live demonstration. CASINO LOBBY TAKES OUT AD AHEAD OF DEMOCRATIC DEBATE: The American Gaming Association has a full-page ad today in The Las Vegas Review-Journal urging the Democratic presidential candidates not to forget the casino industry as they prepare for the debate tonight. (The newspaper, as it happens, is owned by Sheldon Adelson, whose company, Las Vegas Sands, is one of the trade group’s members.)

— “The upcoming Democratic primary debate presents an opportunity for you to gain a deeper understanding and appreciation for the casino gaming industry, an economic juggernaut in Nevada and increasingly across the country,” Bill Miller, the trade group’s president and chief executive, writes in the ad. Miller also sent letters to the candidates and plans to attend the debate tonight.

— Adelson, meanwhile is planning to host a fundraiser next month for President Donald Trump’s reelection campaign “at his palatial Las Vegas home, according to two people familiar with the plans,” POLITICO’s Alex Isenstadt reports. The March 12 dinner “is expected to draw large sums for the president’s reelection campaign: Attendees are being asked to give $100,000 to get into the dinner and $250,000 per person in order to sit for a roundtable discussion.”

PAULSEN WILL CHAIR NEW GENE THERAPY GROUP: Former Rep. Erik Paulsen (R-Minn.), who recently signed on as a strategic consultant at Total Spectrum/Steve Gordon and Associates, will also serve as chairman of a new group` “aimed at ensuring coverage for a slew of pricey new gene therapies,” POLITICO’s Sarah Owermohle reports. “The Institute for Gene Therapies isn’t backing specific legislation or regulatory actions yet.” But Paulsen told POLITICO “that the group is focused on steps the administration and Congress can take to accelerate insurer coverage of new treatments.”

— “The Institute is funded by drug manufacturers. Its corporate advisory council includes multiple companies working on gene therapies including Spark Therapeutics, which sells an $850,000 treatment for a rare form of blindness. Johnson & Johnson, PTC Therapeutics and Sarepta Therapeutics are also among those on the council.” This isn’t the first advocacy group Paulsen — who isn’t a registered lobbyist — has worked for since leaving Congress last year. He was also a co-chairman of the Pass USMCA Coalition, which has wound down now that President Donald Trump has signed the trade deal into law.

ADMINISTRATION COULD MAKE IT EASIER FOR TECH GIANT TO ACCESS MEDICAL DATA: “The Trump administration's push to give patients more control over their health records could turn over a massive trove of very personal data to giant tech companies, app designers and data brokers,” POLITICO’s Darius Tahir and Adam Cancryn report. “If proposed policy changes go through, patients would be able to download their health records on to their smartphones and direct it to apps of their choice.

— “But there’s a major privacy pitfall: As soon as those records leave the software system of the doctor or hospital, they are no longer protected by HIPAA, the landmark medical privacy law. That’s where Google and Apple step in to hoover up the data. The tech giants have lobbied the administration to require access. … Standing against the administration is Epic, the biggest player in health care software. The giant has bought up ads in the D.C. metro system and Reagan National Airport as one front in its campaign to delay the new policy on data sharing.”

SUPER PACS FOR EVERYONE: Well, not everyone. But Joe Biden, Pete Buttigieg and Amy Klobuchar are getting help from super PACs supporting them ahead of the Nevada caucuses, and even Elizabeth Warren hasn't called for a new super PAC backing her, Persist PAC, to shut down. A super PAC backing Klobuchar, meanwhile, “is dropping a seven-figure ad buy into Nevada and South Carolina, giving the Minnesota senator a much-needed financial boost,” POLITICO’s Elena Schneider and Maggie Severns report.

— “The super PAC, called Kitchen Table Conversations, was formed late last week at a crucial moment in the race for Klobuchar, who has only days to build on her surprise third-place finish in New Hampshire before a slew of big-ticket Democratic presidential contests begin. The group plans to air TV ads on broadcast and cable stations, as well as digital platforms, in Nevada and South Carolina, starting Wednesday. The group also plans to expand into the 14 Super Tuesday states later, according to a person familiar with the ad buy.”

TRUMP PARDONS FORMER OFFICIAL TIED TO ABRAMOFF: Among those pardoned by President Donald Trump on Tuesday: David Safavian, who "was sentenced to a year in prison in 2009 for covering up his ties to the lobbyist Jack Abramoff," according to The New York Times. "Mr. Safavian, a former chief of staff at the General Services Administration, was convicted of obstruction of justice and making false statements. 'Having served time in prison and completed the process of rejoining society with a felony conviction, Mr. Safavian is uniquely positioned to identify problems with the criminal justice system and work to fix them,' the White House said in the statement."
