Potholes and street repairs are likely the most common topics that come up in conversation with Cañon City Council members.
Street reconstruction also was the subject of Wednesday’s General Government meeting.
Public Works Director Kim Swearingen updated the committee on the status of current 2A street projects and presented a list of potential projects for 2022.
The 1% sales tax increase approved in 2016 generates about $3.5 million per year for the exclusive use of road reconstruction.
When Referendum 2A was passed, about 60% of the city’s roads were failed.
But the city has made progress the last four and a half years in decreasing that percentage. After nearly five years of street work with the 2A funds, that number is closer to 40%.
Arterial roads have been targeted the last three or four years in an effort to impact the most residents. Other infrastructure, such as water line replacement, also is taken into consideration when determining which road will be targeted each year.
As of March 1, totals for 2017-2020 include:
- Total Street Cost: $15.8 million
- Total Tons of Asphalt: 66,015 tons
- Total Area of Pavement: 195,360 square yards
- Total Length of Street: 10.9 centerline miles
- Total Streets completed: 23 projects
But there’s still a lot of work to do.
This year, $3.8 million was budgeted for 2A streets. Of that, just over $1.8 million is encumbered.
“Those are the streets that are either in construction, complete or being awarded,” Swearingen said.
Streets Planned for Reconstruction 2021
- Orchard Avenue – Cherry Street to city limit line north of Elizabeth Street (in construction, slated to be completed in September)
- N. 10th Street – College Avenue to Mystic Avenue (in construction, slated to be completed by the end of August)
- S. 11th Street – U.S. 50 to Main Street (complete)
- Allison Avenue – Yale Place to 15th Street (designed, slated to bid in September)
- N. 8th Street – Fairview Avenue to Barr Avenue (designed, slated to bid in September)
- Evelyn Drive – Shiloh Drive to Tanner Parkway (awarded, slated to begin in September)
- Harding Avenue – 5th Street to 9th Street (designed, slated to bid in September)
Harding Avenue, North Eighth Street and Allison Avenue have not been out to bid yet because of understaffing when it comes to construction inspections, Swearingen said.
“We are on target,” she said. “Less than half of our budget is encumbered for the first half of the year.”
Additionally, the city is dealing with a potential asphalt availability issue stemming from an oil shortage.
“The particular suppliers are being rationed by the asphalt association because of the availability of asphalt,” Swearingen said. “Our various suppliers are only able to get a certain amount of asphalt per week based on this rationing.”
She said currently the city’s projects are not affected, but there is a possibility that it could become a problem.
“It is a possibility that we could run into a lack of asphalt to resurface the roads that we are already in construction of,” she said. “We hope that that’s not going to happen, we hope that we can work with the suppliers; we are currently working with the suppliers to make sure that this is not going to happen to us.”
