North Olmsted awards $600,000 2021 side street rehab project - cleveland.com

NORTH OLMSTED, Ohio -- The orange barrel invasion of side streets in North Olmsted is set to begin in late spring.

The city’s 2021 street rehab project involves resurfacing approximately 1.8 miles of roadway on Canterbury Road (south of Butternut Ridge Road), Lynhaven Drive, Park Ridge Drive, Pebblebrook Lane, Sandpiper Lane and Walnut Lane.

“The streets selected for resurfacing are based on an annual street condition ratings performed by the city,” North Olmsted City Engineer Pietro A. DiFranco said. “The scope of work generally includes base repairs as need, utility structure adjustments and repairs, installation of ADA accessible curb ramps and application of a new asphalt driving surface.

“The asphalt driving surface is composed of three layers including a chip seal interlayer, an intermediate asphalt layer and a surface asphalt layer.”

After receiving eight bids for the three-month project, DiFranco said the city went with Specialized Construction’s $603,506 bid, which was less than the engineer’s $735,485 estimate.

“The project also includes asphalt rejuvenation of streets previously resurfaced in 2019,” DiFranco said. “The rejuvenation process extends the life expectancy of the asphalt pavement by restoring chemicals that were burned off during the initial installation process or that have deteriorated since.”

This marks the second year in a row the city went with the Newburgh Heights firm.

Last year, Specialized Construction completed the $1.4 million resurfacing of Alden Drive, Ashbury Park Drive, Brendan Circle, Brendan Lane, Brighton Drive, Cambridge Drive, Forest Ridge Drive, Hampton Drive and Somerset Drive.

“Each year the city awards contracts for resurfacing, pavement marking and crack sealing,” North Olmsted Director of Planning and Development Kimberly Lieber said. “Resurfacing is limited to the selected streets. Pavement marking is refreshed citywide.

“Crack sealing is performed on previously-resurfaced pavement to prolong its life. Our service department also performs crack sealing to supplement the contracted portion of work.”

Another separate project earmarked as part of North Olmsted’s 2021 street rehab schedule is Elm Road, which is located in low-and-moderate income and Improvement Target areas.

That qualified the estimated $300,000 project for Community Development Block Grant funding. Lieber said the city just learned it was awarded $150,000 toward Elm Road repaving.

As far as the 2021 road program, DiFranco said traffic along all streets, as well as access to driveways, will be maintained.

“There will be times with minor delays during certain construction operations,” DiFranco said. “Residents along the affected streets will be notified prior to the start of construction and will be requested not to park on the street during major paving operations.”

Added Lieber, “We appreciate residents’ cooperation in helping the repaving operations run smoothly this summer.”
