Project engineers and planners from the City of Duluth presented plans for construction on East Superior Street between 45th and 60th avenues East in a virtual meeting Thursday afternoon. The project is intended to preserve the city's investment in the infrastructure and improve surface conditions, according to project planner Kris Liljeblad.
"Improving surface conditions is great, but we also need to make sure it's on a good foundation," Liljeblad said. "We need to make sure the stormwater inlets and piping under the surface channel the stormwater so that the roadway doesn't get compromised later."
The 1.5 mile project is expected to cost around $1.7 million and be completely funded by state and federal grants with no contributions from local property owners, according to Liljeblad.
Project engineer Patrick Loomis outlined the various roadway deficiencies the project will improve, including curb-to-curb pavement replacement, upgrading intersection curb ramps and existing sidewalks to meet the standards of the Americans with Disabilities Act.
"Most of you who live in the area and drive on Superior Street know the pavement in this section is in pretty rough shape," Loomis said. "In the early 2000s we did a rubblization of the concrete road underneath this, but we didn't get as good of results as we'd have liked. It's still closer to a cracked concrete road than a rubblized road."
Rubbilization is a construction technique that involves reducing existing concrete into rubble at its current location rather than hauling it in. This time, rather than rubblizing the road, the material will be replaced with a foot of class 5 gravel and six inches of concrete.
Not every curb in the project will be replaced, but some sections near stormwater catch basins will be replaced in order to reduce water pooling on the streets, according to Loomis.
Also curbs at every intersection will be reshaped to create new ramps and improve ADA access.
Two intersections in the project area will undergo more work: the intersection at 47th Avenue East and at 54th Avenue East. Both sections were chosen due to higher traffic and because they're "difficult intersections due to sharp angles" into Superior Street according to Loomis.
"A person walking across has a lot to navigate there," Loomis said, referring to 47th Avenue. "We're going to add in bump-outs to shorten the crossing distance for pedestrians and to help calm traffic."
The 54th Avenue East intersection will also feature bump-outs, which narrow the driving lanes to slow traffic.
The designs presented at the meeting are considered preliminary designs and Loomis said they still need to be sent to the Minnesota Department of Transportation for review. The project is likely to be bid in May. Construction is expected to start in late June or early July and run through September or October.
