Continued overlay of First Street part of Willmar's 2021 street improvement plans - West Central Tribune

"Most of the stuff this year happens to be down the central corridor of town," said Sean Christensen, Willmar Public Works Director.

A public hearing on the proposed projects was conducted during Tuesday's remote City Council meeting. Members of the public could take part in the hearing by calling in. Three residents called in, all of them thanking the city for taking on their specific projects.

The council unanimously approved resolutions to order the improvements and to authorize the advertisement of bids following the hearing.

There are two reconstruction and two overlay projects in the plan to be completed this year. The reconstruction projects are Second Street Southeast from Becker Avenue to Olena Avenue, and Eagle Ridge Drive East from 37th Avenue to Eighth Street.

The Second Street project, which runs approximately 1,953 feet, includes a completely rebuilt road, in addition to the installation of a 10-inch watermain, replacing the existing clay sanitary sewer main with PVC and replacing stormwater pipes and catch basins. The estimated project cost is $2,285,440.

"This has been long awaited by people I have talked to," Christensen said.

The Eagle Ridge Drive reconstruction will also add stormwater pipes and catch basins to that stretch of road. The project covers 3,326 feet and the estimated cost is $1,573,250.

Second Street residents Dawn Fisch and Mark Muldrow and Eagle Ridge Drive resident Linda Mathiasen called in to the public hearing, with questions and comments regarding the projects; they also shared their support for them.

"Thank you guys for taking Second Street under consideration. It has needed it for a long time," Fisch said. "It is going to look really nice when it's done. I wanted to thank you in advance."

"I just wanted to show our support for the project and thank you," Mathiasen said.

The overlay projects are along 19th Avenue Southeast, starting at the intersection on First Street and heading east, continuing along Lakeland Drive to the Willmar Avenue/Kandiyohi County Road 23 intersection, and the 19th Avenue to Willmar Avenue project down First Street.

Each of the projects will include Americans with Disabilities Act improvements. The city's ADA plan shows the need for curb, sidewalk and traffic signal upgrades in those areas.

The construction zone for 19th Avenue/Lakeland Drive is the longest of the four street projects, at just under 1.5 miles. The cost is estimated to be $975,000.

The First Street project is about a half-mile long and will cost approximately $1,122,000.

Christensen said the city would do a better job communicating with property owners along the construction zone this year, a complaint that arose during last year's project on another section of First Street.

"We know we have to do a better job notifying businesses," Christensen said.

The four projects are estimated to cost a total of $5,955,687. Funding for the projects will come from Willmar Municipal Utilities, state aid funds, bond proceeds and assessments on impacted property owners.

Assessments will be calculated following the opening of bids for the projects. A hearing on those assessments is scheduled for April 19, the same day bids will be awarded.

Other projects to be tackled this year, but not assessed to project owners, are parking lot improvements at Sperryville Park, Block 41 just west of the First Presbyterian Church in downtown Willmar and for the Willmar Fire Station. Sewer lining will also be completed along a sewer line in downtown Willmar. Those projects will cost an estimated $535,000.

Construction on the projects is slated to begin May and wrap up in September, weather permitting.

"I believe this year's projects do a good job highlighting the different types of projects we have and also the work that can be done in the future, what I believe is a good and cost-effective and efficient way of managing the street construction program," said Councilor Andrew Plowman.
