West Deer considers prohibiting on-street parking in housing plans, upping parking fine - TribLIVE

The West Deer supervisors are considering prohibiting parking on certain township streets and fining people who continue the practice.

Officials say on-street parking in certain housing plans is a safety hazard for first responders such as firefighters and for snowplow drivers.

“When it comes to emergency services such as fire trucks getting through the plans, they have an extremely difficult time because the cars are parked on both sides instead of being parked in driveways or in the garages,” township Manager Dan Mator said during the supervisors’ meeting Wednesday. “It also creates a problem this time of year getting our plows through. Those guys have to squeak through some of those plans.”

It can also be dangerous for children.

“In the summertime, if they’re playing and something comes onto the street, if cars are parked on both sides or parked in front of each other, you can’t see the kids come out,” police Chief Jon Lape said. “It needs to be addressed.”

Supervisors approved advertising an ordinance that would fine people $15 each time they park on the street in certain housing plans without permission from Lape. Each day of a violation will be considered a separate offense.

A previous ordinance establishing parking restrictions passed in March 2004 charges people $5 for the first parking violation during a single calendar month and $10 for every subsequent violation in the calendar month.

The affected areas

Housing plans included in the ordinance are Cedar Ridge; Grouse Run; Fawn Haven II and III; Oakwood Circle; Deer Park; and Stonecrest. The ordinance names all the streets in those plans and prohibits parking on the entire length of both sides of the streets.

Mator said the township has sent letters to people asking them not to park on the streets. Some people have followed that recommendation. Some people haven’t.

“The purpose behind this ordinance is to get people off the roads, basically, in those (housing) plans,” Mator said.

Supervisor Bev Jordan asked what people are supposed to do if they throw a graduation party or are entertaining guests.

Mator said there are provisions that allow Lape to make exceptions for things such as parties or out-of-town guests. Residents should contact the police department to let Lape know what they are planning.

“We don’t want people totally shut off from being able to park on the roads,” Mator said. “They just have to go through the proper procedure and protocol through the chief of police.”

Jordan also asked what people are supposed to do if they have a spur-of-the-moment guest late at night and the township office is closed.

Lape said those residents should call Allegheny County 911 dispatchers, who will contact police officers for them.

“That’s part of their job,” Lape said. “They do that.”

Jordan said people may be reluctant to call 911 in a non-emergency situation. She asked if instructions detailing what to do in that type of situation could be put on the township website.

Mator said they could do that.

Lape said “No parking” signs have to be posted for the township to enforce the ordinance. The township will post no parking signs at the housing plan entrances and intersections if the ordinance passes.

“What we’re going to be doing is posting (signs) throughout the plans,” Mator said. “We already have those signs, but they’re not posting them until this ordinance takes place.”

Solicitor Gavin Robb said supervisors could vote to approve the ordinance as early as January.
