Almond Street project bids may be rejected a third time - Paradise Post

The Paradise Town Council is set to hold a special Council meeting on Tuesday, Dec. 29 addressing the proposed Almond Street project. For the second time since September, the Council will be asked to reject all bids received for the Almond Street project, and the Paradise Gap Closure complex.

The meeting comes on heels of a Paradise Irrigation District vote last week trustees voted to send a $1.075 million Almond Street project out to bid while works to identify grant funding to reduce the impact on the general fund.

The PID plan, developed by design consultant Mark Thomas, will replace 3,890 feet of 8” steel water main through the Almond Street corridor.

In September, the council adopted a resolution approving the plans and specifications for the Almond Street Multi-Modal Improvements and Paradise Gap Closure Active
Transportation Program Projects.

In that meeting, the councilors directed staff to advertise for bids for the project. However in November, the council rejected all of the beds and directed staff to re-advertise the bids, The town staff did so, and then on Dec. 14, the town received six bids. However, next week town staff will ask the council to reject all six bids and advertise for it once again.

Marc Mattox, town public works director and town engineer said that recommending the council to reject all six bids and re-advertise which allows for plans and specifications to be revised to reflect a 120 working day calendar (6 months) compared to the original bid set for two years.

“With the reduced construction costs we are seeing, we want to use this opportunity to expedite the project schedule and limit the construction impacts to the community accordingly,” he said.

The costs of the six bids ranged from the low $5.98 million bid from Jason Abel Construction to a high of $6.49 million by R&R Horn, Inc. According to the agenda, the total cost of the project is $3.95 million with the about $3.43 million coming from grant funding.

According to the agenda, Measure C funds for both projects were committed to account for local funding before the 2018 Camp Fire. These funds have since been reallocated and/or placed on hold. The local funds required for the project are designated to address minor matching requirements and significant road rehabilitation costs for non-ATP participating costs. Staff is seeking solutions to address the road rehabilitation need, including working with the Town’s insurance provider relating to these downtown streets which have been damaged by the fire.

The town says that a review of the first and second bid cycles, shows the projects, including the $5.45 million Gap Closure Complex, will fit the pre-fire budgeted amounts. However, the source of the local match (Gas Tax, General Fund or Measure C) is still to be determined.

According to agenda the purpose of the Active Transportation Program is to:

  • Increase the proportion of biking and walking trips,
  • Increase safety for non-motorized users,
  • Increase mobility for non-motorized users,
  • Advance the efforts of regional agencies to achieve greenhouse gas reduction goals,
  • Enhance public health, including the reduction of childhood obesity through the use of projects eligible for Safe Routes to Schools Program funding,
  • Ensure disadvantaged communities fully share in program benefits,
  • Provide a broad spectrum of projects to benefit many types of active transportation users.

The projects will result in the:

  • Installation of new Class II Bicycle Lanes along Birch, Fir, Black Olive and portions of Almond Street.
  • Installation of new Class I Bicycle/Pedestrian Pathway along portions of Almond Street.
  • Installation of new pedestrian-lighting throughout the project area
  • Installation of new sidewalks throughout the project area
  • Installation of culvert pipes and drainage infrastructure
  • Reconstruction of the roadway using full-depth reclamation process
  • Undergrounding of all overhead utilities (separate, concurrent effort through PG&E)
