1on1: Waynesboro street art scavenger hunt - WHSV

Less than a week after classes started, James Madison University is reporting at least 390 positive COVID-19 cases between students, faculty and staff. Over half of those positive cases were reported from Aug. 28 to Aug. 30. Caitlyn Read, a spokesperson with the university said that the Virginia Department of Health and the University Health Center are contact tracing these cases, and the common factor of many is off-campus social gatherings. “Majority of our students are doing the right thing. We have so many students that are making responsible choices, they’re following all the guidance, they’re taking this seriously,” Read said. “Unfortunately, with this disease, it just takes a few students making the wrong choices that can make for a really rapid spread.” Read said the university will continue to stress to students not to go to or host social gatherings. On the other hand being social, like joining clubs and making friends, is a major factor in attending college. All university clubs and organizations are encouraged to meet virtually, including Monday night at Student Org Night. “We’re using a platform where our student organizations can have a “booth” and people can visit them, talk to them and learn more, so we still want to make sure that our students are able to engage and meet new people, we just have to be a little bit more creative,” Kaitlin Griffith, the Director of Student Life at JMU, said. Jim McConnell, the Associate Vice President for Student Life and Involvement, says many departments are having much smaller, in-house events around campus to allow people to connect in a safe and socially distanced environment. “We just have a lot of small connecting type [events], so it really is a campus-wide effort, and those things are posted on social media and an app called Guidebook so people can look them up and figure out when they’re occurring and how to get involved,” McConnell said. Organizations must follow the university’s Return to Campus Protocol for events, as well. At this point, Read said the university is not aware that any students, faculty, or staff have been hospitalized due to COVID-19. She said classes will continue in-person for now.

Nerd Street and Spectacor to host all-women's VALORANT tournament - ESPN

Nerd Street Gamers and Spectacor Gaming, the gaming division of Comcast NBCUniversal, will host an all-women's VALORANT tournament on Sept. 12 called the FTW Summer Showdown.

The event will feature eight women's VALORANT teams, with a qualifier set to take place on Sept. 5. The tournament will have a $10,000 prize pool, with sponsors for the event including G FUEL and T1, the pro esports team co-owned by Spectacor Gaming. Nerd Street and T1 previously hosted an Ignition Series event for VALORANT in June called the T1 x Nerd Street Gamers Showdown, which featured some of the top professional teams in the game.

"We want to give more women a seat at the table in this industry -- both for competitors and for women seeking a career in esports," Nerd Street senior marketing director Paige Funk said in a statement. "We're excited to team up with Spectacor Gaming, T1, and G FUEL to host our first all-women VALORANT invitational and spotlight female gamers who are making strides in the industry. From the players to the logistical staff, this tournament is a testament to the power that women have to drive the gaming industry forward today and in the future."

The FTW: For the Women initiative was first launched by Spectacor in 2019 to help push forward opportunities for and connect women within the gaming space. That has included support for women's tournaments run by Nerd Street in the past, as well as outreach in communities on messaging platforms such as Discord.

The owners of the Philadelphia Flyers, Spectacor entered gaming in mid-2017 when it acquired rights to the Philadelphia region in the Overwatch League. It would establish the Philadelphia Fusion, one of the first 12 teams competing in the inaugural season of that league. The Fusion made the grand finals at Barclays Center in New York in the 2018 season, where they lost to the London Spitfire.

Since, Spectacor has made a strategic investment into Nerd Street and started a joint venture with SK Telecom for its esports team T1, uniting one of the biggest American telecommunications companies with its South Korean counterpart. T1's roster includes the most famous and successful League of Legends player in the world, Lee "Faker" Sang-hyeok, as well as one of North America's top VALORANT teams.

Street Violence Hangs Over the Campaign - The New York Times

“Law and order” politics take center stage as the protests — and counterprotests — take a deadly turn. It’s Monday, and this is your politics tip sheet. Sign up here to get On Politics in your inbox every weekday.

  • Let’s leave the coronavirus aside for a second. There’s a new, tragic toll to keep track of in this bitterly divided election season: lives lost in the skirmishes between demonstrators and counterprotesters.

  • A man affiliated with a right-wing group in Portland, Ore., was shot and killed on Saturday, just days after a 17-year-old was charged in the killings of two people during clashes last week in Kenosha, Wis.

  • After the violence over the weekend, President Trump wasn’t shy about choosing sides and laying blame. He “liked” a tweet posted on Friday expressing support for Kyle Rittenhouse, the teenager charged in the Kenosha killings. And in a series of his own tweets yesterday, the president argued that the violence in Portland was the natural result of a protest movement driven by “Agitators and Anarchists.”

  • “The only way you will stop the violence in the high crime Democrat run cities is through strength!” Trump wrote. In another tweet, he shared a video of his supporters firing tear gas and rubber bullets at protesters, writing: “The big backlash going on in Portland cannot be unexpected.”

  • If you watched the Republican National Convention last week, you already knew Trump and his allies had decided to make the unrest in cities across the country a central theme of the president’s re-election campaign. They’re betting that voters will believe that Joe Biden and Kamala Harris lack the will or the wherewithal to take on protesters.

  • We don’t know yet whether that approach will resonate with voters — especially the suburban swing voters whom both campaigns are focusing on so heavily — or if they will instead hold the president accountable for stoking unrest on his watch.

  • Biden issued a statement yesterday condemning the violence and blaming Trump for “using the politics of fear to whip up his supporters.”

  • “We must not become a country at war with ourselves,” Biden wrote, echoing sentiments he expressed the day before in a speech to the National Guard Association of the United States. “But that is the America that President Trump wants us to be, the America he believes we are.”

  • The country’s top intelligence officials will no longer provide regular in-person briefings to Congress about threats of foreign interference in the election, according to a letter from the director of national intelligence.

  • The director, John Ratcliffe, told House and Senate leadership about the move in letters on Saturday, saying that the change was meant to prevent leaks of classified information and to ensure that briefings were not misinterpreted.

  • But lawmakers in both parties expressed alarm. Two leading Democrats, Speaker Nancy Pelosi and Adam Schiff, the chairman of the House Intelligence Committee, wrote in a statement that the move was “shameful,” adding that House briefings scheduled for September on election security threats had been canceled at the request of Ratcliffe’s office.

  • Meanwhile, a Times investigation has revealed that Justice Department officials took secret steps to rein in the inquiry into Trump’s personal and business ties to Russia.

  • In 2017, as the special counsel’s investigation into Russian meddling in the 2016 election was getting underway, Rod Rosenstein, the deputy attorney general, curtailed the investigation without telling the F.B.I., where some officials worried that Trump’s decades-long affiliation with Russian business interests could pose a national security threat.

  • Andrew McCabe, the bureau’s acting director at the time, told The Times that if he had known the special counsel was not going to investigate the president’s personal ties to Russia, he would have proceeded with his own investigation.

  • An ABC News/Ipsos poll released yesterday found that Trump’s favorability rating is at 31 percent nationwide, meaning he did not get a boost after the Republican National Convention. (Most other recent polls have placed his approval rating considerably higher, often in the low 40s. More post-convention polling is sure to arrive in the days ahead.)

  • Despite the various speakers at the convention who extolled Trump’s response to the coronavirus crisis, the ABC/Ipsos poll also showed no bump in support for his handling of the outbreak. Thirty-five percent of respondents gave him positive marks on confronting the pandemic, on par with his numbers from July.

  • While 53 percent of Americans said they generally approved of what the Democrats had said and done at their convention, just 37 percent liked what they had seen and heard from the Republicans last week, according to the poll.

Trump supporters gathered on Saturday in Clackamas, Ore., a Portland suburb, before long lines of pickup trucks waving Trump flags drove toward the city’s downtown.

Which is less likely: an incumbent legislator with strong progressive credentials losing the Democratic primary in Massachusetts, or a well-liked Kennedy family scion losing a race that he had seemed well positioned to win just weeks before?

Either outcome would be a surprise — but one is sure to come true on Tuesday, when Senator Ed Markey, 74, faces off against Representative Joseph Kennedy III, 39.

Even before Kennedy officially announced his candidacy last September, polls showed him leading Markey by double digits. Widely considered a rising figure in the party, Kennedy was selected by leadership to deliver the Democrats’ rebuttal to Trump’s State of the Union address in 2018.

Kennedy’s Senate campaign has picked up endorsements by the score, including from the House’s top Democrats, Pelosi and Steny Hoyer.

But Markey’s liberal record — especially his role last year as an author of the Green New Deal — has helped him retain the staunch support of many left-wing voters. Representative Alexandria Ocasio-Cortez, his partner in drafting the bill, threw a lifeline to Markey’s campaign when she recorded an advertisement on his behalf in late July. “When it comes to progressive leadership, it’s not your age that counts,” she said. “It’s the age of your ideas.”

Since then, things have swung in Markey’s direction. A recent Suffolk University poll showed him leading Kennedy by 10 points.

Markey has not always flown the flag of progressivism quite so proudly. Kennedy has pointed out that, as a congressman, Markey opposed school busing in the 1970s, supported the 1994 crime bill and voted for the Patriot Act of 2001 and the Iraq war authorization. But in the Senate, Markey’s voting record thus far has been among the most liberal in the chamber.

“Markey has done a very skillful job of reinventing himself,” former Representative Barney Frank, who served alongside Markey in the House, dryly told our reporter Jonathan Martin. “As a politician, I have admiration for the skill he’s done it with.”

Chicago traffic: Adams Street bridge over Kennedy Expressway closed for replacement work Monday - WLS-TV

CHICAGO (WLS) -- The Adam Street Bridge over the Kennedy Expressway is closed Monday as crews replace the bridge as part of the Jane Byrne Interchange project.

The new Adams Street Bridge is expected to open in fall 2022, IDOT said.

Adams Street is closed between Halsted and Des Plaines streets.

CHICAGO TRAFFIC: Check out conditions on our live traffic map

A detour will direct traffic south on Des Plaines Street, West on Van Buren and North on Halsted Street.

Bicyclists are detoured south on Halsted Street, east on Harrison Street and north on Clinton Street to get back to Adams Street. Pedestrians are asked to use the Monroe Street bridge as an alternate.

"The Adams Street bridge is the last of the eleven local street bridges at the interchange to be replaced," said Acting Illinois Transportation Secretary Omer Osman. "This major milestone and other recently completed improvements are delivering a safer experience for anyone traveling through the Jane Byrne Interchange. We ask for the public's continued patience, to stay alert, slow down and give their undivided attention going through this and all other work zones."

The new bridge will have two westbound lanes with wider sidewalks on both sides of the street.

Pro-Trump caravan and protesters clashed before shooting death in Portland's streets - NBC News

A day of clashes between a pro-Trump caravan and counterprotesters turned violent Saturday, culminating in the shooting death of a man in the streets of Portland, Oregon.

Supporters of President Donald Trump had gathered in a Portland suburb in an apparent show of force and an attempt to counter the Black Lives Matter protests that have been ongoing in Oregon's biggest city for months.

The pro-Trump vehicle rally began near Clackamas, southeast of the city center. The caravan, made up of hundreds of cars and trucks, traveled for several hours throughout the city, Portland police said at a news conference Sunday. Mayor Ted Wheeler said at the same news conference that the caravan was "supported and energized by the president himself."

Aug. 30, 202007:27

Police said that they tried to take "precautionary measures" to keep protesters out of the downtown area but that they were unsuccessful. Once the caravan reached downtown, clashes occurred between the pro-Trump demonstrators and counterprotesters, police said.

Justin Dunlap, an independent journalist who was on the ground in Portland on Saturday, said that the "Trump car caravan was causing trouble" and that he heard reports that it was pepper-spraying people. Dunlap also said there were reports of people being hit by paintballs from caravan members.

The day ended in the one death, about which police have yet to provide many details.

Dunlap said he saw the victim facing two people when he heard the shots. He did not see the gun being fired because mace was sprayed at the same time, and it remains unclear whether or how the shooting was connected to the protests.

The victim turned "took a few steps, then fell face down," said Dunlap, 44, adding that the two people facing him ran from the scene.

A picture from the scene published by Getty Images showed the man wearing a hat with the logo of Patriot Prayer, which the Southern Poverty Law Center describes as a far-right organization. The group has previously rallied in Portland.

Wheeler called for an end to the clashes Sunday.

"All of us must take a stance against violence. It doesn't matter who are you or what your politics are. We have to all stop the violence," he said at a press conference, blaming Trump in part for the violence.

"Do you seriously wonder, Mr. President, why this is the first time in decades that America has seen this level of violence? It is you," Wheeler said.

Trump had criticized the mayor and praised the caravan Sunday morning, calling its members "GREAT PATRIOTS" on Twitter.

The president has often called for a return to "law and order" in Portland, where Black Lives Matter protests have continued since May.

"The big backlash going on in Portland cannot be unexpected after 95 days of watching and incompetent Mayor admit that he has no idea what he is doing," he wrote on Twitter.

Oregon Gov. Kate Brown slammed Trump on Sunday, blaming him for the violence in a statement.

"President Trump has encouraged division and stoked violence. It happened in Charlottesville. It happened in Kenosha. And now, unfortunately, it is happening in Portland, Oregon," said the governor, who condemned violence from "all ends of the political spectrum."

Democratic presidential nominee Joe Biden echoed Brown.

"I condemn violence of every kind by anyone, whether on the left or the right. And I challenge Donald Trump to do the same," Biden said. "It does not matter if you find the political views of your opponents abhorrent. Any loss of life is a tragedy."

Castro and Hayes Valley Fully Close Streets, Trading Cars for Restaurant Seating - Eater SF

Two more San Francisco neighborhoods will say “no” to car traffic and “yes,” to tables, chairs, and diners this weekend, as SF officials confirm that streets in the Castro District and Hayes Valley will completely close to vehicles this weekend so restaurants in the area can stretch out into the roads.

The closures are part of the city’s Shared Spaces program, which launched in early June. Through the program, restaurants can apply to take over sidewalks, adjacent parking lots and plazas, and nearby parking places for outdoor dining. Those permits were approved quickly, with tables and chairs replacing parking for so-called “shared spaces platforms” that have received mixed reviews from aesthetics critics and an enthusiastic response from businesses and diners.

Also touted at the Shared Spaces’ launch was an application to completely close streets to allow outdoor dining, and that, too, was embraced by businesses, with scores applying for full-on car denials in the programs first few days. But approvals came slowly, perhaps unsurprising given the number of stakeholders (the SFMTA, SF’s Planning Department, and the Fire Department, to name just a few) that have to agree on what streets can shutter and which must remain open.

A few blocks in Chinatown and on the Mission District’s Valencia Street were first to get the nod, with weekend closures kicking off in July. A plan to close 18th Street in the Castro was announced shortly thereafter, then stalled, after SFFD officials voiced concerns about emergency access, and a month passed without any additional closures, fueling the frustration of business owners hopeful that adding more outdoor seating could provide them with the lifeline they need.

That closure impasse apparently ended this week, as Hoodline reports that Planning approved the Castro closure this week, albeit for extremely limited hours. As the program stands now, 18th Street will be closed between Hartford and Castro Streets and again between Castro and Collingwood Streets on Sundays from 2–7 p.m., starting August 30.

Also launching on Sunday is a major closure in Hayes Valley, SF Weekly reports. Hayes Street will close to cars from 4–10 p.m. on Fridays, and 10 a.m. to 10 p.m. Saturdays and Sundays, between Franklin and Laguna Streets, as well as a short block of Octavia Street from Hayes to Ivy Street.

The Hayes closure, too, was far less ambitious than what was originally proposed: The Hayes Valley Neighborhood Association, which sponsored the closure application, wanted a seven-days-a-week shutdown of the roadway, but neighborhood opposition tanked that plan.

All these street closures are expected to run until the end of the year, but there’s already talk of extending the programs, if the ban on indoor dining — which, ha ha, was supposed to launch in SF on July 13, remember that? — continues.

It goes without saying that you might want to forgo outdoor dining if San Francisco’s air quality continues to register dangerous levels of particulate from the local wildfires. Before you head out, check current conditions here, then choose a road to roam from this rundown of all the city streets currently closed to vehicles but open to diners:

  • Mission District: Valencia between 16th and 17th Streets and 18th and 19th Streets (between 17th and 18th is open to “local traffic” and deliveries). Thursday through Sunday from 4–10 p.m.
  • Castro District: 18th Street between Hartford and Castro Streets and Castro and Collingwood Streets. Sundays from 2–7 p.m., starting Sunday, August 30.
  • Chinatown: Grant between California and Washington Streets, and Commercial between Kearny Street and Grant Avenue. Saturdays and Sundays from 8 a.m. to 9 p.m.
  • Hayes Valley: Hayes Street from Laguna to Franklin Streets, with cross-traffic allowed at Gough Street. Octavia Street is also closed from Hayes to Ivy Street. 4–10 p.m. on Fridays, and 10 a.m. to 10 p.m. Saturdays and Sundays, starting Sunday, August 30.

Global stocks are mixed after Wall Street turned in its fifth straight weekly gain and China’s manufacturing growth held steady

BEIJING -- Global stocks were mixed Monday after Wall Street turned in its fifth straight weekly gain and China’s manufacturing growth held steady.

Frankfurt and Tokyo advanced while London opened lower and Hong Kong declined.

U.S. stocks benefited from Federal Reserve chairman Jerome Powell’s announcement of a strategy change that could keep interest rates low. The change, dubbed “average inflation targeting,” could hold down rates even if inflation hits the Fed’s 2% target.

In early trading, the FTSE 100 in London lost 0.6% to 5,963.57 while Frankfurt's DAX gained 0.7% to 13,122.16. The CAC 40 in France added 0.9% to 5,050.16.

On Wall Street, futures for the benchmark S&P 500 Index and the Dow Jones Industrial Average were up 0.3%.

On Friday, S&P 500 gained 0.7% while the Dow rallied 0.6%. The S&P gained 3.3% for the week.

Asian markets opened higher but all except Japan retreated, ending the day down.

Japanese markets were lifted by gains for five major trading companies after investor Warren Buffett’s Berkshire Hathaway announced it bought stakes of just over 5% in those companies.

Gains in Japanese factory output also helped lift sentiment.

The Shanghai Composite Index rose 0.8% after a survey showed manufacturing growth in August held steady at the previous month's rate. It fell back later, ending the day down 0.2% at 3,395.68.

The Nikkei 225 in Tokyo advanced 1.1% to 23,139.76, rebounding from Friday's heavy selling after Prime Minister Shinzo Abe’s announcement that he was resigning.

The Hang Seng in Hong Kong slipped 0.7% to 25,254.00 while the Kospi in Seoul retreated 1.2% to 2,326.17. Sydney's S&P-ASX 200 lost 0.2% to 6,060.60.

India's Sensex lost 1.8% to 38,740.24. New Zealand and Southeast Asia markets retreated.

U.S. stocks benefited from Federal Reserve chairman Jerome Powell’s announcement of a strategy change that could keep interest rates low. The change, dubbed “average inflation targeting,” could hold down rates even if inflation hits the Fed’s 2% target.

Global stock markets have recovered most of this year’s losses despite rising coronavirus infection numbers in the United States, Brazil and some other countries.

Wall Street’s benchmark S&P 500 index is at a record high, propelled by big gains for technology stocks investors expect to do well despite the pandemic. But most stocks in the index still are down.

Benchmark U.S. crude oil gained 41 cents to $43.38 per barrel in electronic trading on the New York Mercantile Exchange. The contract slipped 7 cents on Friday to settle at $42.97. Brent crude, the international standard, rose 63 cents to $46.44 per barrel in London.

The dollar advanced to 105.86 yen from Friday's 105.55. The euro declined to $1.1897 from $1.1918.

49ers defensive tackle Kentavius Street has latest show of strength - San Francisco Chronicle

In a one-on-one drill Sunday, Kentavius Street lined up at left defensive end and bull-rushed right tackle Mike McGlinchey deep into the backfield.

It was latest show of strength for the 49ers defensive tackle, who has flexed his muscle in training camp after being slowed in his first two NFL seasons by a surgically repaired knee.

“He’s taken a step that nobody else in the (defensive line) room has taken,” nose tackle D.J. Jones said. “If he keeps going, there’s no ceiling.”

Street, who squatted 700 pounds at North Carolina State, tore his ACL in a workout about a month before the 49ers selected him in the fourth round in 2018. After missing his first season, he finished last year on injured reserve after playing 38 snaps in three games.

Street is part of a deep group of interior linemen, but he appears to have secured a 53-man roster spot with his performance this summer.

“I don’t think he’s thinking about that knee the way he’s playing,” Jones said. “The past couple years I’ve seen him hobbling around and getting treatment every day. I think he’s just happy to have that knee at full strength. … He’s balling right now.”

Injury report: Rookie defensive tackle Javon Kinlaw and linebackers Fred Warner and Dre Greenlaw did not participate in practice, but defensive coordinator Robert Saleh indicated none of the players had serious injury issues.

“No, there’s not,” Saleh said. “Not from my understanding, anyway.”

Tight end George Kittle missed his third straight practice after he exited Tuesday’s session early. Head coach Kyle Shanahan has said Kittle has a “tight hamstring.”

Eric Branch covers the 49ers for The San Francisco Chronicle.

Dow futures rise more than 100 points as Wall Street wraps up its best August in more than 30 years - CNBC

U.S. stock futures rose on Sunday night as traders were set to end the market's best August performance since the 1980s.

Dow Jones Industrial Average futures were up 141 points, or 0.5%. S&P 500 and Nasdaq 100 futures gained 0.5% and 0.6%, respectively.

The S&P 500 is up 7.2% month to date, putting the broader-market index on track for its biggest August gain since 1984. The Dow has rallied more than 8% this month and is also headed for its best August in 36 years.

This month's gains have pushed the S&P 500 to record levels, officially confirming a new bull market has started. The Dow, meanwhile, erased its 2020 losses on Friday, closing the session with a year-to-date gain 0.4%.

The August rally built on the market's sharp rebound off the March 23 intraday lows. Since then, the Dow and S&P 500 are up 57% and 60.1%, respectively.

We "had hoped that the market would consolidate its gains since March 23, giving earnings a chance to rebound," said Ed Yardeni, president and chief investment strategist at Yardeni Research, in a note. "However, Fed officials continue to drive up stock prices by committing to keeping interest rates close to zero for a very long time … Consequently, they are fueling the meltup in stock prices."

Earlier this year, the Federal Reserve cut rates to zero and launched an open-ended asset-purchasing program to support the economy through the coronavirus pandemic. Last week, the central bank laid out an inflation policy framework that would keep rates lower for longer.

In an apparent long-term bet on the global economy, Warren Buffett announced Sunday that his Berkshire Hathaway conglomerate had acquired stakes of more than 5% in Japan's five-leading trading companies. Those companies are Itochu Corp., Marubeni Corp., Mitsubishi Corp., Mitsui & Co., and Sumitomo Corp. The five businesses import everything from metals to food into Japan and provide services to manufacturers.

New Dow look

The Dow will kick off the week with three new constituents and with Apple having a much smaller influence on the 30-stock average.

Come Monday's open, Salesforce, Amgen and Honeywell will be included in the Dow, replacing longtime component Exxon Mobil, Pfizer and Raytheon Technologies. A 4-for-1 Apple stock split will also take effect on Monday.

Traders will also look ahead to Friday, when the latest U.S. jobs report is set for release. Economists polled by Dow Jones forecast that 1.255 million jobs were created in August.

Portland protests: Trump and Biden clash over street violence - BBC News

Media playback is unsupported on your device

US President Donald Trump and his Democratic rival Joe Biden have clashed over the violence that has erupted at protests in Portland, Oregon.

Mr Trump blamed the Democrat mayor of Portland, Ted Wheeler, for allowing the "death and destruction of his city".

But Mr Biden said the president was "recklessly encouraging violence".

A man was shot dead in Portland on Saturday as elsewhere in the city a pro-Trump rally clashed with Black Lives Matter protesters.

Portland has become a flashpoint for demonstrations against police brutality and racism since the police killing of African-American George Floyd in Minneapolis on 25 May triggered a wave of national and international outrage.

'This is Trump's America'

In a series of tweets on Sunday, Mr Trump said that "Portland will never recover with a fool for a mayor", and suggested sending federal forces to the city. He also accused Mr Biden of being "unwilling to lead".

In a statement, Mr Biden said: "[Trump] may believe tweeting about law and order makes him strong - but his failure to call on his supporters to stop seeking conflict shows just how weak he is."

Law and order is a major theme of President Trump's bid for re-election, painting the Democrats and their candidate Joe Biden as soft on crime.

Earlier, acting US Homeland Security Secretary Chad Wolf said Democrats officials in Portland had allowed "lawlessness and chaos" to develop, saying "all options" were on the table to resolve the situation.

For their part Democrats accuse President Trump of stoking the unrest.

Cedric Richmond, a Louisiana congressman and campaign co-chairman for Democratic presidential candidate Joe Biden, said: "[Trump] keeps talking about what Biden's America would look like. Well, this is Trump's America."

Victim 'supported far-right group'

Police are investigating the shooting in the city, which has seen months of demonstrations.

"Portland Police officers heard sounds of gunfire from the area of Southeast 3rd Avenue and Southwest Alder Street. They responded and located a victim with a gunshot wound to the chest," Portland police said in a statement.

Oregon Live reported that "camouflage gear" with "thin blue line patches" was seen next to the body - a common sign of support for the police.

Another image shows police trying to restrain a man who was apparently with the person who was shot.

Police have not given identified the dead man or specified whether the shooting was directly linked to the clashes which broke out in a downtown area.

Without naming him the founder of the far-right group Patriot Prayer said the victim was "a good friend and a supporter", the Associated Press news agency reports.

The shooting came amid fights between the Trump supporters and BLM protesters in the city centre.

Tension rose after a convoy of some 600 vehicles flying flags and carrying an estimated 1,000 Trump backers gathered at a mall in Clackamas county on the outskirts before entering Portland's downtown.

Ten people were arrested over the clashes, police said. They have not said whether the shooting was connected to the rally.

Pivotal week for 'law and order' Trump

Peter Bowes, BBC North America correspondent

The continuing violence on US streets brings into focus the evolving tone of Donald Trump's election campaign - criticising cities run by Democrats, where much of the trouble has occurred, and framing himself as the law and order president.

Portland has been the epicentre of Black Lives Matter protests ever since the police killing of George Floyd, but the convergence of pro-Trump supporters, in large numbers, with anti-racism demonstrators marks a volatile escalation.

Tweeting "LAW & ORDER!!!" hours after the latest disturbances, Mr Trump makes it clear that the issue will dominate his appeal to the American people for a second term in office.

This could be a pivotal week. On Tuesday the president will head to Kenosha, in the political swing state of Wisconsin, where violent protests followed the police shooting of Jacob Blake. The stated reason is for Mr Trump to meet local police and "survey damage from recent riots".

Many Americans will be watching to see if the president also reaches out to Mr Blake and his family and for any expressions of empathy for those who're angry about police brutality.

Basich Blvd, Boone Street projects proceeding on schedule - The Daily World

Major road projects are under way in Aberdeen, and so far Basich Boulevard repairs and the pedestrian and bike improvement project near Grays Harbor College are on schedule, city Public Works Director Rick Sangder told the Aberdeen City Council this week.

Meanwhile, pressure from the city and residents have led to some tweaks to traffic lights in east Aberdeen that may help improve the flow of heavy summer traffic heading for the beaches.

Rognlin’s Inc. was awarded the contract for Basich Boulevard, an emergency hospital route and tsunami staging area in the Herbig Heights neighborhood. Crews have been on the scene since — described as “a big hole up there” by Sangder — and the $575,000 project is in line for completion by the end of the year.

Mayor Pete Schave updated the funding efforts of the city to fix the roadway, which has been closed since late December after settlement under the roadway, fed by heavy winter rains, washed out a large section at the end of 2020.

“The city actually started seeking disaster funds in February and March,” he said. “We engaged FEMA, Washington State and Grays Harbor Emergency Management, and state and federal representatives to finance repairs.”

While heavy storms at the end of 2019 and early in 2020 exacerbated the failure of the roadway, Schave explained as far as potential disaster funding sources were concerned, “the land movement, although triggered by winter storms, the actual roadway failure technically fell outside the dates of any federally-declared disaster, which made it ineligible for any federal disaster funding.”

With initial repair estimates at $500,000-$750,000-plus, and additional engineering costs, “which would have been a significant impact to the city budget,” said Schave, the city reached out to the state Public Works Board and was able to get a $1 million loan to cover both design and construction. The loan agreement was signed in May, which allowed the bids to open in July. The loan is a 20-year loan, at 0.79%, with 20% of it forgivable when the project is completed.

“It’s tentatively scheduled to be completed Oct. 6, which is subject to change,” said Schave. City Engineer Kris Koski said “things like weather and unanticipated conditions can impact schedule, but currently we are on track for Oct. 6 completion.” Meanwhile, the search for other funding to offset the loan continues.

The Grays Harbor College neighborhood connection project, which adds bike lanes and sidewalks for improved access to the college on the east side of Boone Street, got underway in July. Drivers between the Shoppes at Riverside and the entrance to the college will notice the construction and there could be some delays during construction between West Harriman and Edward P. Smith Drive.

Before this, college students and instructors who live close enough to walk to campus have had to walk along the shoulder of the sometimes busy highway.

Rognlin’s is handling this project as well, with the low bid of just over $700,000. About half of that will be covered by federal funding, the other from the city’s Transportation Benefit District fund.

The project is scheduled for completion at the end of summer. “We did run into some construction issues, and one of the things delayed was the rapid flashing beacons” that alert drivers to the crosswalks, said Public Works Committee Chairman Nathan Kennedy.

East Aberdeen traffic

“The state Department of Transportation has made some adjustments to the traffic light at the intersection of Tyler Street and South Chehalis Street to improve traffic flow,” said Kennedy. “This is the direct result from citizen input and a letter from (Koski).”

Traffic westbound through east Aberdeen is always heavy in the summer, particularly on weekends, as visitors head for the beaches. The city has spent months communicating with the Department of Transportation about the traffic lights, which weren’t adjusted after a left turn lane was placed on East Wishkah at South Chehalis, adding to the congestion. Adding to the volume is the signal in place on the South Monte Bridge over the Chehalis on State Route 107 during its ongoing rehabilitation, and the closure of Blue Slough Road, a popular alternative for beach-going tourists, directing even more traffic through downtown Aberdeen.

With the light adjustments, “Hopefully, we’ll see the traffic there lighten up a bit,” said Kennedy.
