The transition would stretch from 24th Avenue East to Mesaba and has been talked about for some time now.
In February, the Duluth City Council approved a contract for city staff to work with an engineering firm to assess and design what 1st Street would look like as a two-way stretch. Since then, property owners have been contacted and public meetings have been held to determine 1st Street’s future.
St. Luke's expressed support for the transition in an email, stating: "Consistent two way traffic helps reduce driver confusion and aids in slowing traffic" and "Two way traffic also helps to provide better access to our numerous facilities located within the four block area of the St. Luke's campus."
City Councilor Joel Sipress said that there is broad support for making the transition, but a change like this brings some concerns to be addressed.
“Of course there had to be a lot of work with the Downtown businesses to make sure that there are appropriate loading zones so they can get their deliveries without traffic being held up and so city staff worked very closely with the Greater Downtown Council and the 1st Street businesses to make sure that was addressed,” Sipress said.
“There are issues to make sure that we maintain safety for people with disabilities as they are crossing the street particularly downtown and those conversations are still ongoing to make sure that, that’s worked out properly,” Sipress added.
According to Sipress, the cost of re-painting the street and putting up new signs to make the transition to two-way is relatively low and could potentially save the city some money by eliminating some traffic lights.
If approved, property owners along 1st Street would be notified of how and when the changes would be implemented.
The work to transform the road could begin as soon as this summer.
