Construction crews are tearing up the courthouse parking lot that for decades has stood between the south end of Chicago Street and the stretch of Chicago Street that runs through the middle of downtown.
Urban planners, merchants and restaurant owners have said for years that pushing the street through the one-block area would bring more cars and business to their doors. Developers, too, urged the city to open up the street.

"They say when they try to sell and market their property even national clients would say they wanted to see it opened up before they would consider moving downtown," Mayor Bob O'Dekirk said.
Even now, the project is a year behind schedule because of the time it took to finish upgrades on downtown sewers that preceded it.

But the opening date is in sight.
"The goal is for it to be open by Oct. 31," Public Works Director James Trizna said.

Chicago Street is the main street downtown. It's also the downtown exit from I-80. But the entryway route in place for decades takes traffic away from Chicago Street and onto Scott Street, bypassing the main attractions.
The current design of Chicago Street downtown was created at a time when planners envisioned a pedestrian mall atmosphere that could bring back stores that had left for the new indoor malls built in the 1970s and 1980s.

In addition to Chicago Street being opened up, the project underway now will add new traffic signals at Chicago and Jefferson streets for the four-way intersection, new streetlights along Washington and Jefferson streets, and a rebuilt parking lot slated to open in July with more spaces than existed before.
What it won't have is the rest of the Chicago Street plan, which calls for parallel parking to replace the serpentine sidewalks there now and the city plaza to be built someday across from the Rialto Square Theatre.
"There's no money set aside for that," Trizna said.
