Top Wall Street analysts see upside in these stocks as earnings continues - CNBC

Strauss Zelnick, CEO of Take Two Interactive.
Adam Jeffery | CNBC

The third-quarter earnings season has come with plenty of stunning beats — and a few notable disappointments. Investors now face a daunting question: Which companies will carry their success into subsequent quarters?

For instance, Tesla has been leading the pack on the green tidal wave of electric vehicles, and has yet to pull back on its surge to prominence. Also, video gaming saw a massive rebound during the pandemic, but can developers like Take-Two Interactive continue to reap revenues? As another example, sports are back, but FuboTV is now betting on sportsbook gaming to accelerate its business. Additionally, the societal shift toward cloud services has created a significant demand for cloud infrastructure and services companies like Calix, but will the firm maintain its relevance? Finally, the highly competitive semiconductor developer industry is a tight race, but it appears Advanced Micro Devices is setting itself up for some well-designed few quarters.

Some of Wall Street's top performing analysts recently published their bullish hypotheses on these five names, according to TipRanks, which tracks the best-performing stock pickers. Let's take a look at what they have to say.

Tesla

The green tidal wave continues to crash over investors, as Tesla (TSLA) has pushed ahead yet again, this time inking a $4.2 billion deal with rental company Hertz (HTZZ) for 100,000 vehicles. The agreement will certainly provide Tesla with a consistent stream of revenue until the end of 2022, but the deal also marks the shift toward a more mainstream adoption of electric vehicles in the U.S. (See Tesla Hedge Fund Trading Activity on TipRanks)

In his report, Daniel Ives of Wedbush Securities explained that Tesla is "leading the charge" in the domestic EV industry, with several competing firms, like General Motors and Ford, in pursuit of further electric innovation.

Ives reiterated his Buy rating and $1,100 price target on the stock.

The five-star analyst noted that while demand had previously reached high levels in China and Europe, Tesla is now experiencing a multi-month backlog for its U.S. sales of several models. Ives expects supply to ramp up immediately following the activation of the Austin and Berlin gigafactories, whereby the company could produce 2 million vehicles per year.

Additionally, the global chip shortage has kept constraints on Tesla's supply chain, feeding into the extended wait times for vehicles.

Ives wrote that the Hertz order is the "biggest electric deal ever placed," and that it "speaks to where demand is heading in the EV transformation hitting the auto sector globally."

Out of more than 7,000 analysts on its website, TipRanks has placed Ives at No. 20. His strong performance has resulted in success 78% of the time, and returned him an average of 37.8% per trade.

Take-Two Interactive Software

The last year-and-a-half has been good to video game developers. Bolstered by government-mandated lockdowns, sales boomed, and valuations climbed. One of those developers, Take-Two Interactive Software (TTWO), has shifted from its former focus on video game development to investing heavily in sales and marketing. Meanwhile, the firm has a robust pipeline in the works and has a strong ability to surprise investors.

Andrew Uerkwitz of Jefferies delivered his hypothesis on the company, writing that he anticipates TTWO releasing up to nine major non-sports game titles over the next three years, which would represent a significant increase from its previous one to two titles per year. If the firm can execute on this level, it would expand growth and fill a gap left by GTA VI (Grand Theft Auto 6, the latest edition of a popular video game), which is not expected to be released until 2026. (See Take-Two News Sentiment on TipRanks)

Uerkwitz rated the stock a Buy, and provided a price target of $231 per share.

Take-Two, which according to the analyst has "some of the highest quality content amongst the U.S. publishers," is trading at a "reasonable" valuation. While impossible to project precisely how its new game titles may succeed, Uerkwitz argues the possibility that the sheer amount of games released, alone, will be enough to drive short-term to medium-term gains.

Uerkwitz outright recommends buying the stock, noting that once the pipeline comes into a clear perspective, a higher price target is expected to be published.

Financial data aggregator TipRanks has rated Uerkwitz as No. 111 out of over 7,000 analysts. His success rate stands at 65%, and his ratings have averaged a return of 27.9% each.

FuboTV

The streaming wars rage on, and FuboTV (FUBO) has been making strides to expand beyond television entertainment. The live sports and streaming service has largely focused on its content slate, but is now expecting an approval in regard to launching a sportsbook business.

Additionally, in an attempt to garner increased subscriptions, the company has been fostering deals with connected-tv OEMs. This has had the positive byproduct of lowering marketing costs. (See FuboTV Website Traffic on TipRanks)

Darren Aftahi of Roth Capital Partners forecasts upside in the stock, rating it a Buy and assigning it a price target of $45.

Aftahi explained that the sooner Fubo's sportsbook is launched, the better, as the fourth quarter typically involves seasonal increased holiday ad spending. Clues have begun to appear regarding the launch, with FUBO announcing partnerships with NASCAR, as well as teams within the NBA and NFL. A potential sportsbook and gaming segment has not yet been baked into Aftahi's valuation projections and would only act as a bonus.

Once launched, it will be imperative for Fubo to demonstrate it can capture audiences in an "immensely competitive online gaming market." If this can be done, the addition could "act as a positive incremental growth catalyst" driving subscriber numbers throughout FY2022.

In anticipation of FuboTV's upcoming earnings release, Aftahi noted that average revenues per user could be impacted, as most of this quarter's subscribers joined late in the period. This is due in part to the timing of the football season, although he does not foresee this weighing on Fubo's average advertising revenue per user, which is expected to improve quarter-over-quarter.

On TipRanks, Aftahi is rated as No. 78 out of more than 7,000 total financial analysts. His ratings have been correct 53% of the time, and his stock picks have averaged a 49.2% return.

Calix

From the start of the Covid-19 pandemic until now, cloud services went from being considered an innovation to becoming a staple. Companies like Calix (CALX), which over the past year has seen its valuation nearly double, are remaining relevant to their telecommunications customers through the emphasized "criticality of broadband services," according to George Notter of Jefferies.

Undeterred by Calix's impressive year-over-year run, Notter remained bullish on the stock and rated it a Buy. He also provided a price target of $74.

Notter opined that Calix Cloud, which offers a suite of data analytics tools for marketing, customer support, and network operations, still has room to grow. Long-term gains are forecasted by Notter, and the current level of penetration only marks the beginning of that process. (See Calix Risk Factors on TipRanks)

The firm recently reported encouraging third-quarter earnings results, although its top line was held back by supply side constraints. These challenges also mitigated upside seen from the increased offerings in Calix Cloud. Notter noted, however, that the company is managing its component supply relatively well and is currently weathering the storm.

In his report, Notter wrote that the company's CFO mentioned that Calix will "start the fourth quarter of 2021 in the strongest financial position in our history with robust bookings, [and] clear customer and product focus." These comments were accompanied by remarks about high sales revenues and expanding international business.

Notter maintains a position of No. 469 out of more than 7,000 professional financial analysts. He has been successful 67% of the time, and has returned an average of 17.1% on his stock picks.

Advanced Micro Devices

While other industries have floundered in the face of a global semiconductor shortage, Advanced Micro Devices (AMD) is basking in the sustained high demand. The computer processor designer recently reported impressive earnings, beating Wall Street consensus estimates on sales, earnings per share, and gross margins. Looking beyond the third quarter, analysts are taking notice of AMD's bright future. (See AMD Stock Analysis on TipRanks)

One of those analysts, Hans Mosesmann of Rosenblatt Securities, wrote that AMD's "David vs. Goliath" story is just now being taken seriously by investors. He added that the company has been disrupting the existing semiconductor industry, and its competitors, namely Intel (INTC), are fighting an uphill battle.

Mosesmann solidified his bullish stance on the stock by rating it a Buy, and raising his price target to $180 from $150.

The analyst explained that AMD is experiencing high levels of momentum in all of its products. Meanwhile, its business is seeing "stronger than expected demand, share gains, and better than expected execution on supply related constraints." Describing the stock as a "top three Buy pick," Mosesmann indicated his long-term confidence in AMD.

Furthermore, he expects years of growth for AMD's market share in data centers, communication infrastructure, and industrial and automotive applications.

Out of over 7,000 analysts, Mosesmann ranks as No. 38 by TipRanks. The site has calculated his success rate to be 73%, and his average return per rating to be 31%.

Council to Examine the G Street Closure, Downtown Improvements - The People’s Vanguard of Davis

By David M. Greenwald
Executive Editor

Davis, CA – As the city once again starts to emerge out of the pandemic one question that the council will grapple with is what to do with changes to the downtown—G Street Closure and Outdoor Dining that arose out of the necessities generated by the pandemic.

The council is being asked to provide direction on these items on Tuesday with the potential for funding sources from the American Rescue Plan Act (ARP) funds.

“While there are businesses still struggling from the pandemic,” staff writes, “a significant recovery from the depths of the pandemic continues.”  Staff believes, “Making additional investments into the downtown area will continue to accelerate this recovery increasing revenues for business and the City.”

To gain a better understanding, staff provided a list of options to the DDBA (Davis Downtown Business Association) who surveyed its members to solicit input on the proposed options.

Originally the closure of G Street along with the use of parking spaces and sidewalks for outdoor dining was part of a collaboration with “Open Air Davis” as a pandemic response effort to assist businesses having challenges staying open during times of COVID restrictions.

The city provided them with no cost, temporary use permits for outdoor dining.

“These temporary outdoor uses enabled businesses to continue to operate under emergency conditions and greatly contributed to the survival of many businesses that would have potentially faced closure,” staff wrote.

Even after the re-opening that occurred in June 2021, as many business restrictions were lifted, the city considered having available outdoor space as important, noting that “behavioral change is often slow” and “many customers are still hesitant to dine indoors.”

In summer discussions with DDBA staff, “there was general agreement to revisit the need for the space at the end of August.”  At this time, the DDBA provided feedback on both aesthetics in the downtown and the closure itself.

The city in the meantime said, “The City has received a lot of interest and support from restaurant owners and community members to make the temporary outdoor dining permanent. Many are also eager to move a process forward more quickly, and not waiting until after the pandemic.”

At the same time, “the City has received complaints about loss of parking, and temporary use permits and City street closures benefiting some downtown businesses more than others.”

City staff remains supportive of the Temporary Use Permit (TUP) program, noting, “The pandemic continues to evolve” and thus “recommends TUPs be allowed to continue but parking demand continue to be monitored to see if this needs to be modified or revisited.”

Some modifications include: defining a maximum size of the TUP, only allowing a TUP directly in front of their stores so as not to obstruct neighboring businesses unless they have written permission from their neighbors, and require businesses to have a contract with the city to ensure their TUP and surrounding area is well maintained.

The DDBA, for their part, “stated support for city staff recommended modifications” but wants design and construction guidelines for TUPs, a reapplication process, a city established fee for use of public parking spaces, city enforced cleanliness and maintenance.

DDBA also requested, “City determine an overall maximum percentage of downtown parking to be used for outdoor dining TUPs.”

Staff added that they believe “the TUPs should still be issued as temporary and revocable to allow for continued monitoring of parking needs in the downtown as more people return to offices.”

On the G Street closure the city offered three options—retain full closure, limited time street closure and reopening travel lanes.

Staff notes, “If there is a desire to keep the closure in place, there will need to be aesthetic improvements and modifications of TUPs issued within the street closure area. City staff feels that if there is support for continuing with the street closure there will need to better opportunities for pedestrians and cyclists to use the street and consistency relative to the size of the TUPs.”

Staff added, “Staff has received positive feedback on the street closure but there needs to be adjustments if the temporary closure is going to continue. There have been concerns expressed about parking and a lack of cleanliness/continuity by some businesses in the area.”

DDBA appears supportive a limited time street closure, they want G Street reopened to two-way traffic, TUPs issued, and the city to install removable bollards “to allow for temporary street closures for future special events.”

With the availability of funding, one option for the city to do is refurbish the E Street Plaza.

There are some options, including refurbishing the existing space at a cost of $150 to $250 thousand.

“This effort will help refresh this key plaza and bring more vibrancy back to downtown businesses who have suffered through the pandemic,” staff writes.

A more complete redesign could run upwards of $1 million.

“Redesign the E Street Plaza to create a modern, family-friendly environment with tasteful active features that better activate the space as a core downtown plaza creating an attractive amenity and discovery point for the community and visitors of the downtown area,” they write and could be consistent with some of the planning for the Downtown Plan.

There is also a cheaper option, “Explore a licensing agreement or leasing arrangement with the DDBA of the E Street Plaza for increased involvement in activity planning and also better enforcement of rules relative to behaviors that are undesirable for business activity and enjoyment of the plaza by business patrons and the general public.”

From the DDBA’s perspective, “The complete redesign and reconstruction of the E Street Plaza with new amenities was the highest priority item on the DDBA Board of Directors list for improving downtown aesthetics.

“City staff believes that in the near-term working with the DDBA on a licensing agreement would be beneficial for the existing space and are supportive of the redesign and reconstruction of the plaza, which could serve as a catalyst project to encourage further redevelopment of the downtown area consistent with the vision outlined in the draft Downtown Specific Plan.”

Up To 2,000 Partygoers Cause ‘Significant Property Damage’ On Pearl Street Mall, Boulder Police Say - CBS Denver

BOULDER, Colo. (CBS4) – Boulder city officials say a party of as many as 2,000 people on Pearl Street Mall late Friday night caused property damage to local businesses. Police officers first noticed a crowd of about 200 people at around 9:30 p.m.

That quadrupled by about 11 p.m., city officials say. Police report seeing people hanging from light poles and trees and then climbing to rooftops and damaging storefronts, windows and outdoor heating posts.

Police started ordering people to leave the area, many of whom they say were under the influence and unmasked. Partygoers started leaving, but others stayed in an effort to celebrate Pearl Street Mall Crawl and capture it on social media. City officials note businesses have been opposed to the event due to safety and property damage concerns.

Police drones helped document the crowd in order for investigators to review and identify anyone acting illegally.

Both Boulder Police and the University of Colorado Boulder Police Departments say they are working together, but acknowledge not everyone involved may be a student or associated with the university.

“We understand the desire to go out and have a good time on a beautiful holiday weekend,” Deputy Police Chief Stephen Redfearn said. “The police department supports safe, responsible gatherings. What occurred on Pearl Street last night, however, posed significant danger to participants, resulted in unacceptable damage to property and required extensive police resources to address.”

A Boulder restaurant called Japango illustrated the damage they sustained and wrote, in part, “We completely understand the urge to gather and revel in tradition after the last year and a half. We along with many of our staff are proud CU alumni, we love this town and we love the events that make it feel alive. But violence and destruction in the name of getting ‘back to normal’ just isn’t ok. We struggled with addressing this or moving on, but going into 2 more nights of festivities, we are discouraged by the lack of accountability or even acknowledgment that this behavior isn’t tolerated.”

Literature Live! Bay Street's Battle for Macbeth – Dan's Papers - Dan's Papers

Bay Street Theater’s Literature Live!, a BOCES-approved arts-in-education program providing performances of famous literary works to middle and high school students, returns with a wild take on Shakespeare’s Macbeth, a new distribution method and a hard-fought effort to make it happen.

While Bay Street Theater did reopen for in-person shows this summer, local schools weren’t quite ready to sign their students up for theater field trips, so Bay Street had to get creative. They decided on a pre-recorded performance that would be rehearsed in three days, shot in under a week and made available on-demand in early November. At first glance, it seems to be a brutally uphill battle, nigh impossible, but Bay Street’s army was stacked with titans.

Director Allen O’Reilly (King Duncan), Bay Street’s Director of Education and Community Outreach, led the charge, recruiting six additional actors to join him in portraying 24 roles: Matthew Henerson (Macbeth), Erin Margaret Pettigrew (Lady Macbeth), Genevieve Simon (Malcolm), Joe Pallister (Macduff), Teresa DeBerry (Ross) and Gabe Portuondo (Banquo). As an associate artist at Georgia Shakespeare for 24 seasons, with a dozen Macbeth productions under his belt as actor and/or director, O’Reilly was well-suited for the difficult task at hand.

For the setting, 1963 Scotland was chosen, as it’s both the distant past for teenagers and recent enough that Bay Street’s on-hand contemporary costume collection would serve it well. As O’Reilly reasons, “If you can tell the story with Armani just as well, if not better than armor, go with the Armani.”

Taking inspiration from One Flew Over the Cuckoo’s Nest, Castle Inverness has been replaced with a sterile sanatorium, where Macbeth resides as a mental patient living out the nightmare of this classic tragedy. The witches, too, are changed — now functional nurses and orderlies harvesting the battlefield for limbs and viscera to use in their unsavory brews.

While O’Reilly had to shorten the play to a comfortable screening runtime — plus the added talkback between the show’s creators and actors — none of Shakespeare’s English was altered in any way.

Matthew Henerson (Macbeth) and Joe Pallister (Macduff) in Bay Street Theater’s Literature Live! production of Macbeth
Matthew Henerson (Macbeth) and Joe Pallister (Macduff) in Bay Street Theater’s Literature Live! production of MacbethCourtesy Bay Street Theater

Despite the abbreviated script, the challenge of memorizing one’s part in a mere three days was a lofty goal, especially for the actor of the title character who (in the original script) speaks a total of 715 lines, compared to the play’s second most frequent speaker, Lady Macbeth, at 259 lines. Wisely, O’Reilly chose a Macbeth veteran, Henerson, who had performed in the show five times prior to Bay Street and twice as Macbeth himself, and he was eager to dive back into the play.

“It’s the marvelous thing about these plays: Every time you come into contact with them — whether you’re watching them, reading them or doing them — you pull something new,” Henerson shares, adding that his image of Macbeth after watching Jon Finch’s portrayal was that of a talkative thug. “This time through, I realized that I don’t know if Macbeth is a thug, but he’s far more comfortable with the world of the physical than the world of the mental. In fact, it’s the world of the mental that destroys him.”

Henerson praises the entire cast and crew, saying this seemingly impossible job “could’ve been a nightmarish process, but it was an utter delight.” And the daunting choregraphed swordfight between Macbeth and Macduff at the end of the play? Fight Director Rick Sordelet had Henerson and Pallister trained and filming in about half-an-hour. “A genuine magician!” Henerson calls him.

O’Reilly shares that the themes he chose to bring to the forefront were the way people deal with death, emphasizing the implied death of the Macbeths’ child and the empty nest it left them with, and free will. “It may seem, in this production, that we highlight the functions of the witches and how much influence they have on Macbeth,” he says. “They’re perhaps more omnipresent throughout than in most other productions, which I thought worked well for this, but all that being said, they don’t put the knife in his hand.”

Whether Shakespeare is pushing definable lessons to be learned from these themes or simply pondering them is up for debate, but to do so may be missing the point entirely.

“I don’t think Shakespeare was in the lesson business. I think it’s tempting to regard Shakespeare, because he’s an astonishingly good writer, as somehow writing for the ages and writing for people to ponder his great thoughts hundreds of years in the future. He was writing to make money,” Henerson explains, adding that the playwright’s goal was largely entertainment and that’s what will keep young people engaged today. “I would like students to find the play exciting and suspenseful. I want students to lean toward Shakespeare, because there is so much in Shakespeare both right off the page but especially seen in the theater — there is so much he has to offer us as far as insight into the human condition goes, and as far as good, solid fun goes.”

Bay Street’s Macbeth finished filming on October 22, and students will be able to enjoy the fruits of their labor via free-for-schools on-demand streaming starting Monday, November 8 through Sunday, December 5. The general public can gain access to on-demand streaming for $20 beginning Tuesday, November 9.

Tickets are available through the box office by calling 631-725-9500 Tuesday through Sunday or 24/7 at baystreet.org.

New Phase of the Arch Street Corridor Traffic Improvements Project to Commence Monday, Nov 1 - Greenwich Free Press

The next phase of the Arch Street Corridor Traffic Improvements Project begins on Monday, November 1. There will be intermittent lane closures that will take place both day and night for a two-week time span in order to prevent a backup of vehicles exiting off of I-95 and on the already congested Arch Street.

With approximately 35,000 vehicles traveling on Arch Street per day, this project aims to mitigate traffic congestion and improve air quality. The Arch Street Corridor Traffic Improvements Project focuses on five signalized intersections including one pedestrian crosswalk. To improve the traffic an Adaptive Signal System will be installed. This intelligent software responds to the traffic demand in real-time by continuously optimizing signal timings by detecting the actual vehicle volume and identifying traffic coming from the surrounding intersections.

The project area and physical changes in phase 2 include:

  1. Arch Street & Horseneck Lane
  2. Arch Street & I-95 Southbound Ramps
  3. Arch Street & I-95 Northbound Ramps
  4. Arch Street & Railroad Avenue
  5. Arch Street & Steamboat Road/Museum Drive – The Southbound Steamboat Road approach will be modified to include an exclusive right turn lane due to the high volumes making this turning movement.

During this phase, all mast arms, traffic signals, detection equipment, and cabinets will be replaced. This project received funding through the Federal Highway Administration’s Congestion Mitigation and Air Quality (CMAQ) program grant. Be sure to stay vigilant for signage and observe directions from police officers directing traffic.

For the safety of the workers please stay alert, slow down, and drive the detoured route. To learn more about this project please visit the Department of Public Works’ webpage or click HERE.

The house from 'A Nightmare on Elm Street' is for sale -- if you have the guts to buy it - CNN

Written by Alaa Elassar, CNN

If you're a fan of horror movies and looking to buy a new home, come to Freddy!

The house featured in Wes Craven's 1984 horror flick "A Nightmare on Elm Street" is for sale -- and it's a dream.

Built in 1919, the Dutch Colonial features three bedrooms, four bathrooms, a pool and guest house. The sellers are asking $3.25 million.

Although the movie is set on Elm Street in Springwood, Ohio, the real house is on North Genesee Avenue in Spaulding Square, a small neighborhood in Los Angeles.

"What's fun about this house is that it's in Los Angeles, where you can be in the grocery store with your favorite movie star or live in a house that's been the facade of a lot of different films, and this one especially is a lot of people's favorite movie," Heather T. Roy, one of the listing agents with Douglas Elliman, told CNN.

In the movie and Halloween staple, Freddy Krueger -- a villain with a terrifying face who wears a battered fedora, a striped sweater and razor-glove -- hunts down a group of teenagers in their dreams. The high schoolers knock back coffee and pop pills to delay another date with the dream stalker, who shows up every time they fall asleep.

Fortunately, the house doesn't come with a deranged killer or induce sleep problems, which explains the "high amount of interest" from shoppers, according to Learka Bosna, another listing agent.

A street in Houston’s Midtown gets a new look to better accommodate pedestrians and bicyclists - Houston Public Media

With three lanes of traffic headed one-way southbound, Caroline Street through Houston's Midtown was mostly designed for cars, lacking spots to cross safely and a designated bike lane.

That’s about to change as the Midtown Redevelopment Authority wraps up Caroline Street's $14.5 million redesign.

"As we invest in our corridors in Midtown, we look at it holistically," said Marlon Marshall, the Midtown District's director of engineering and construction. "How can we provide a safe, equitable, accessible route for all modes of transportation?"

The Caroline Street redesign extends from Pierce Street downtown to the Houston Community College campus. Along with a newly-paved road surface and wider sidewalks, there will also be a one-way southbound bike lane that will connect with bike routes on Gray Street and Holman Street. Marshall said the bike lane will be created by reducing car traffic on Caroline from three lanes to two.

"We're adding pavement markings, signage, as well as armadillos to make sure cyclists will feel and remain safe and comfortable," Marshall said.

The current bike lane on Austin Street, which is currently functioning as a two-way route, will carry northbound bike traffic once the Caroline Street project is complete.

As for sidewalk improvements, Marshall said they've worked to upgrade crossings, especially for people who use mobility devices. He pointed out that before the project started, only 25% of the pedestrian crossings were considered safe for all users.

"We're upgrading all of the ramps to be ADA-compliant, which will make it safe for all users," Marshall said. "We're also upgrading traffic signals at each of the signalized intersections, which will include better timing for throughput for all users."

Another component of the project is drainage work both underground and on street level. There will be rain gardens to help channel water, something Marshall said is desperately needed on Caroline during severe weather.

"The plant material we're installing will serve as a filter to clean the runoff from the storm before it flows out into the bayou," Marshall said. "It cleans the water, clears the impurities, and that helps significantly before that flows into Buffalo Bayou."

As the Caroline Street project nears completion, local cyclists say they're looking forward to trying out the new route.

"Midtown Houston is a relatively dense, theoretically walkable and bikeable part of the city," said Joe Cutrufo, executive director of the advocacy group BikeHouston. "But when you have wide streets designed like highways, with multiple lanes of traffic jockeying for position to be first at the next red light, it doesn’t make for a very attractive environment for walking or biking, especially for people with less experience riding a bike."

Back in 2013, the City of Houston adopted a complete streets transportation plan, but Cutrufo said local leaders need to do more to challenge the status quo.

"We let highway engineers do our city planning for us, engineers who design streets with the sole intention of moving as many cars as possible. And until recently, nobody questioned that," Cutrufo said. "We don’t question the fact that practically every street in Houston has at least two car lanes, but when we consider adding sidewalks or a bike lane, we have to hold several meetings to get the blessing of drivers."

The Caroline Street project should be completed by this fall.

La Jolla parking board explores plan to track availability of on-street spaces and post on sign - La Jolla Light

The La Jolla Coastal Access and Parking Board is “switching gears” from a proposal to direct drivers to area parking garages through signage and is focusing on monitoring on-street parking availability in another possible pilot program.

The board gave its blessing Oct. 28 to parking consultant Brad Elsass to gather information about available technological options and costs and return at a future meeting.

The board has been tasked for more than a decade with spending money set aside in the La Jolla Coastal Access Parking Fund, which was established about 50 years ago through California Coastal Commission-required contributions by office space developers. The purpose was to implement a shuttle system to move people throughout The Village from a remote parking area and to carry out other short- or long-term parking solutions. The terms are outlined in a memorandum of understanding between the board and the city of San Diego. Just over $278,000 is available for the shuttle system and about $121,000 for short-term parking projects.

Over the years, the board determined that the shuttle idea was unsustainable and has sought alternative ways to spend the money that the Coastal Commission (which has veto power) would find to be in line with the MOU. So far, none has.

Most recently, CAPB focused its efforts on a two-part directional sign program, with static signs to be posted throughout The Village directing pedestrians to area landmarks and beaches, and an electronic sign indicating how many parking spaces are in four area garages, where they are located and the cost at each one. Signs fronting those garages would show how many spaces are available.

The plan got the green light from the Coastal Commission late last year to move forward.

But, Elsass noted, “one of the pieces of feedback the Coastal Commission had was that this would be substantially beneficial to the garage owners and that they should supplement the concept with some sort of free parking or discounted parking. We had conversations with the garage owners and there is not a lot of appetite from these private owners to discount their asset, so there are some challenges in getting that done.”

Thus, he said, one idea is “switching gears from an off-street parking solution to an on-street parking solution” and proposed keeping track of on-street parking spaces along streets that visitors often take from Torrey Pines Road to access the beach and relaying that information through a dynamic sign to alert drivers of parking availability.

Using Coast Boulevard/Cave Street as an example, Elsass said visitors to The Village take that way to get to the beach and wait for “one or two magical stalls to open up,” causing a backup to Prospect Street and Torrey Pines Road.

“If we monitor those stalls with technology and communicate with signage that there is no parking on Coast Boulevard, that will keep traffic moving on Prospect, where there is more parking,” Elsass said.

Jodi Rudick, executive director of the La Jolla Village Merchants Association (the fiscal agent of the funds), said, “This way, no particular private entity is benefiting; it’s just the community at large that benefits and we still meet the goal of having better flow and more ample parking options.”

CAPB trustee Andy Fotsch said the idea “seems exceptionally well-thought out” and “a really good solution to the problems we have.”

But trustee Ray Weiss noted that the proposal means finding a way to monitor public street parking spaces.

“That’s a much more distributed problem than figuring out how many spaces are in one parking structure,” Weiss said. “It sounds a bit overwhelming.”

Elsass said “the technology is fast-evolving, so there are all sorts of different methodologies that would meet us from a technology standpoint that are much less expensive and much less cumbersome than they seem.”

He said the next step is putting together some options and budget numbers to be presented at a future meeting.

Other CAPB news

After questions arose at the last meeting as to whether the board should disband due to a lack of progress, the members who attended the Oct. 28 meeting committed to continuing its mission.

“We are bound and determined to get something accomplished,” Rudick said.

Chairman Dave Abrams added, “We’re going to do it, folks!”

The board held an election of officers and revised its bylaws to change the meeting schedule.

Abrams agreed to serve as chair on condition that the board meet quarterly instead of monthly. So the board agreed to change the bylaws to meet “quarterly or as required.”

Gabby Guevara agreed to continue as secretary, and Bill Podway was elected treasurer.

The board’s next meeting will be in January online. Learn more at lajollabythesea.com. ◆

Controversy arises over future of G Street closure - The Aggie - The Aggie

The city council is planning to review the closure while local business owners weigh in

By RACHEL SHEY — city@theaggie.org

On Sept. 24, The Artery co-owner and artist Adele Shaw posted an open letter on the Davisite, expressing dismay over the continued closure on G Street.

“A permanent closure of the street will likely cause the death of many of the non-restaurant businesses on G Street,” the letter reads. “The city issued TUP’s [Temporary Use Permits] during “emergency” times but they’ve created another emergency all together- an inequitable restaurant takeover on G Street. It may look like a party when you’re picking up a pizza or having a beer, but it’s not an equitable, harmonious party.”

In the letter, Shaw described the closure as “a hastily planned and poorly executed response to the Pandemic that only addresses outdoor food service: mainly to the benefit of a few chain-run businesses and to the detriment of the locally-owned majority of the businesses affected by the street closure.”

According to Shaw, the closure has eliminated parking spots, which creates parking issues in the surrounding area, and the barricades are unsightly to residents and merchants.

Others, such as Davis Vanguard Executive Editor David Greenwald, hope that the G Street closure becomes permanent.

“Indoor dining is back open, but, as someone who works on that block, I can tell you that the outdoor eating is filled most days,” Greenwald wrote for the Davis Vanguard. “You see people outside on the street in that area all of the time—and people are around and able to safely congregate in public outdoor spaces.”

Greenwald believes that G Street has been improved by the closure and would now be “very dead” if it were not for the outdoor seating.

“The way G Street was before was unkempt,” Greenwald wrote. “Homeless people and debris next to the parking lot. Homeless people and their belongings in the doorways of closed-off businesses.”

Greenwald also said that G Street was “never a major road.”

“In fact, I would argue that it was ill-suited as arterial,” Greenwald wrote. “One of the major problems is that it narrowed at the parking garage, which created all sorts of traffic problems. There were always vehicles backing out of parking spots. At midday the delivery trucks would partially block the street.”

City councilman Dan Carson assured that the public would be allowed to contribute their opinions on any decision.

“In the past, meaning a couple of months ago, members of the City Bicycle Transportation and Street Safety commission weighed in wanting us to make the changes at G Street permanent,” Carson said. “Our normal process is that once city staff has a recommendation for us, they’ll bring it to city council as an agendized matter, and we’ll let the public weigh in, including those with businesses as well as others in the community.”

Carson explained that the council plans on reconsidering the closure again very soon.

“We’d always planned to periodically review the arrangements we made when COVID-19 hit hard, to close or restrict certain streets to traffic, and we will be doing that again soon,” Carson said. “In particular, the city of Davis asked the Davis Downtown Business Association to talk to its membership, which includes retailers as well as restaurants, to see what they think should be done.”

The city is also trying to solve the problems that people have complained about, according to Carson.

“We are doing some things to address some of the underlying issues we heard about,” Carson said. “So for example, there was concern that downtown needed to be cleaned up, and we’ve actually been making considerable effort lately to power wash places and clean up trash.  The city council adopted collectively a new set of goals for the next two year cycle. We’ve heard a lot about trash, not just in downtown, so we directed our city staff that we wanted to make it a priority to spruce up our downtown, to make it a more attractive place.”

“Kalau omzetnya nggak tentu, soalnya kadang ruame kadang sepi.
